RetainerThe following basic services are to be remunerated with a monthly retainer: - Development and implementation of an integrated communication strategy, including content creation, that is modular and tailored to various target groups. - Ongoing advice and content development for the further enhancement of the social media strategy and the HEI Initiative website. - Advice on SEO and SEA optimisation. - Hosting of the HEI Initiative's website. - Media monitoring. - Ongoing monitoring of communication strategies used by similar initiatives/activities. - HEI Initiative's Website and social media tracking, including quarterly reports. Tenderers must calculate and submit a binding monthly retainer for the above-listed basic services. The calculation is based on the assumption that the basic services require an average of ten person-days per month.

Average daily rateTenderers must also submit daily rates for specific projects and services not covered by the basic services. The daily rates must be staggered according to the groups of persons to be deployed (CEO, project management, strategy, texting, art direction).

Communication Approach and StrategyTenderers are requested to present first ideas on this top priority deliverable including brand development, message architecture, campaign development, execution and tracking et al. The concept must contain a description of the structured and prioritised workload establishing milestones and KPIs and proposing a cost estimate with an estimated number of person days (CEO, project management, strategy, texting, art direction).

Pitch MeetingThe determination of the most economical tender according to the best-value-for-money principle will be carried out in stages: - In the first stage, all submitted electronic tenders are reviewed and evaluated as described above. Tenders with at least 750 out of 1000 points in the first stage will be considered equivalent. - In the second stage, the tenderers whose tenders have been evaluated with at least 750 out of 1000 points will be invited to an online pitch meeting. The pitch will be evaluated according to the quality criteria and method described above. No contents or concepts may be presented in the meeting that were not already part of the electronically submitted tender concept. Negotiations on tender contents or prices are not permitted. Tenderers are kindly asked to be ready for a possible pitch meeting during the week of [?] 2024.

For the purpose of this procurement procedure, a reference is defined as a contractual relationship between the candidate and a client covering services which are comparable to those subject of the tendered contract. By the means of references it has to be made proof of the following (minimum requirements): 1. EU-wide creative marketing campaigns: The tenderer must demonstrate its experience with the creation and implementation of EU-wide creative marketing campaigns tailored to various audience segments with a focus on storytelling and content creation 2. Higher education Sector: The tenderer must demonstrate its experience with projects in the higher education sector 3. Innovation and technology Sector: The tenderer must demonstrate its experience with projects in the innovation and technology sector 4. Digital marketing campaign: The tenderer must must demonstrate its experience with digital marketing campaigns 5. Data-driven analysis and decison-making: The tenderer must demonstrate its experience with projects involving data-driven analysis and decision-making Each of the above-mentioned criteria must be met by a minimum of two (2) references (exclusion criteria). One reference may cover more than one of the above-mentioned exclusion criteria. EIT RawMaterials reserves the right to contact former clients to verify the given information.

A bidding consortium is treated legally like a single tenderer. Insofar as tenderers are mentioned in this contract notice or in the procurement documents, this refers to both individual tenderers and bidding consortia. In the request to participate, members of the consortium must name an authorised representative. The authorised representative is available as contact person for the consortium in this procurement procedure. The eligibility review shall be carried out taking into account all documents submitted by the bidding consortium. The suitability to pursue the professional activity and the absence of grounds for exclusion under section 123 ARC and section 124 ARC must be proven individually for each member of a bidding consortium. With regard to the other eligibility criteria, the bidding consortium as a whole is subject of the eligibility review.
