Beschreibung des Loses
Scope of this tender is the compression part of CS Wittenburg and includes following items: - three (3) hermetically sealed electrical driven Compressor Units (3 x 50%), per definition max. 2 Units are in operation and 1 Unit is standby. Each Unit consists of a compressor / motor entity with electrical equipment such as magnetic bearings, transformer, variable frequency drive (VFD), variable frequency drive (VFD) cooler and dedicated control system, - basic and detail engineering, design, procurement, construction - manufacturing, supply delivery, installation, and commissioning, performance and acceptance testing of the three (3) Units - ancillary equipment, commissioning spares, spare parts, special tools - training and technical assistance For further details please refer to Attachments B.0 to B.9 and B.12.

WL1: Self-Declaration of the consolidated total revenue of the company for the last 3 (three) financial years. If a company has not been operating in the market for that long, it shall provide a business plan for the missing years, indicating the expected annual revenues. Minimum Requirement (Failure to meet will result in exclusion): The average annual revenue must be at least EUR 90 million (net) for each of the last 3 (three) completed financial years. WL2: Proof of Existing Professional or Business Liability Insurance or a comparable Market Standard Insurance - Proof of a currently existing professional or business liability insurance or a comparable market-standard insurance for personal, property and financial damages. - Proof of a currently existing product liability insurance or a comparable market-standard insurance for personal, property and financial damages. - Proof of a currently existing environmental liability insurance or a comparable market-standard insurance for personal, property and financial damages. The proofs may be submitted in photocopy/scan (PDF) but must be clearly legible. The proof must not be older than 6 months at the time of the expiry of the deadline for submitting the participation applications. One or more of the insurances may also be part of another of the mentioned insurances. The minimum liability coverage stated below must, in any case, apply to each of the aforementioned insurances. If any of the insurances (professional or business liability insurance, product liability insurance, environmental liability insurance) with these coverage amounts is not currently in place, it is sufficient for each of the aforementioned insurances to provide: 1. A self-declaration from the applicant stating that they are willing to take issue the corresponding insurance at the first request of the contracting authority in the event of a contract award and 2. The declaration of an insurance (in non-verified copy) stating that they are willing to conclude the corresponding insurance. Minimum Requirements (Failure to meet this will result in Exclusion): The liability coverage amounts for each of the aforementioned insurances (professional or business liability insurance, product liability insurance, environmental liability insurance) must be at least EUR 20,000,000.00 per insured event for personal, property, and financial damages.- Kriterium

Those directives are: - DIN EN 12583 Gas-Compressor Stations, - DVGW guidelines especially G 260, G 442, G 495, G 497 - EC Machinery guidelines 2006/42/EG und EU 2023/1230, - EC Pressure Equipment Directive 2014/68/EC (PED), - Technical regulations for pressure vessels, TRB, AD gazettes, - Norms for functional safety of electrical/electronic/ programmable electronic safety-related systems, determination SIL level, for example (but not limited to) IEC DIN EN 61508, IEC DIN EN 61511. - EC Explosion protection guidelines 2014/34/EC, ATEX, - Norms for electrical equipment, for example (but not limited to) DIN EN 60034, DIN EN 50014-34, DIN EN 60079, - Electrical equipment and apparatuses are to be tested and certified by the manufacturer according to the Accident Prevention Regulations (DGUV V3) for Electrical Systems and Equipment. - VDE regulations especially - DIN VDE 0100, all parts as far as applicable - VDE AR-N 4110 - VDI applicable guidelines and gazettes Self-Declaration Code of Conduct: Tenderer shall ensure that Tenderer and its personnel do not pay any commission or fee or grant any loan or rebate to any of Company"s personnel, nor provide such Company"s personnel with gifts or entertainment of significant cost or value, not enter into any business arrangements with such Company"s personnel either as individuals or as representatives of anyone other than Company. A breach of this condition can lead to disqualification of the Tenderer. Company conducts its business in accordance with the principles of sustainable development and complies with internationally recognized fundamental environmental, labour and social standards. Furthermore, Contractor shall be obliged to ensure that all its subcontractors of any tier shall also observe these standards likewise. By submission of its Tender Tenderer warrants that: The prices in the Tender have been arrived at independently, without consultation, communication, agreement or understanding for the purpose of restricting competition, as to any matter relating to such prices, with any other Tenderer or with any competitor. The reference must include at least the following information to demonstrate comparability: 1. Reference Title 2. Contracting Authority 3. Contract Person including contact data 4. Description of services provided 5. Value in EUR (net) 6. Period of execution Minimum Requirement (Failure to meet will result in exclusion): At least three particularly relevant (comparable) references must be submitted. TL2: Proof of Certification according to DIN ISO/IEC 27001 A proof of certification according to ISO DIN ISO/IEC 27001 (or equivalent) must be attached. The proof can be submitted as a photocopy/copy (PDF) but must be clearly legible. The tender documents must be checked by the interested companies for completeness and legibility after receipt/download. If the announcement, the tender documents, or the documents or other information communicated, provided, and made accessible to the applicants/tenderers contain ambiguities or violate applicable law, the applicants/tenderers have the obligation to notify the awarding authority immediately. Otherwise, they cannot invoke the ambiguities or legal violations. Unresolved ambiguities must be included by the tenderers as risks they bear in their offers. Any procedural objections must be clearly identified as such. The obligation of the applicants/tenderers to raise objections according to § 160 (3) GWB is explicitly noted. Furthermore, the awarding authority expressly points out the time limit for legal remedies under § 160 (3) sentence 1 No. 4 GWB. Bekanntmachungs-ID: CXVHY6AY1W1JM5VH The Attachments B.0 to B.9 and B.12, which are part of the tender documents, contain particularly confidential and sensitive information. This especially pertains to the Attachment` related to the performance specification. Therefore, the contracting authority requests the applicants to submit a Non-Disclosure Agreement (Attachment A.4) (see § 5 (3) sentence 2 SektVO). This can be submitted via the messaging function of DTVP. The particularly confidential and sensitive tender documents will then be made available to the tenderer promptly after receipt of the Non-Disclosure Agreement through the messaging function of DTVP. The basis for the suitability assessment are the conditions mentioned in the announcement and the procedure letter 1 under the item 15. Three (3) suitable applicants will be invited to submit an indicative offer, provided that a sufficient number of participation applications from suitable applicants have been submitted. These three (3) applicants will be determined based on the selection criteria described in Attachment A.5 (Evaluation Offer (Suitability)). The remaining applicants will no longer be considered for the further procurement process and will be informed promptly. If more than three (3) applicants equally meet the suitability requirements and the number of applicants remains too high after an objective selection according to the published suitability criteria, the selection among the remaining application may be made by drawing lots (see § 75 (6) VgV).
