Beschreibung

SIS100 will be equipped with a halo collimation system to remove unwanted halo particles and catch systematic losses caused by the extraction process. It is required to protect sensitive accelerator components from unavoidable beam loss. Among other components, the halo collimation system consists of moveable collimator blocks. The movability is realized by stepper motor drives with linear guiding systems. This tender includes seven drive systems with collimator blocks and mounting system. The mounting system allows an active cooling of the collimator blocks.

Beschreibung des Loses

These collimators are part of the Ion-halocollimation system in Section 5. In total seven equal stepper motor drives with collimator blocks are required. The collimator blocks are not equal. Their design, especially their length, depends on the installation location.

As Option, additionally, the tender include eight further drive systems for Proton-halocollimaton system in Section 1. Here, the same drive system shall be used in order to save effort for procurement and consts for design.

PriceGewichtung (Punkte, genau) 30Consideration of the price through the valuation method "Preis-Quotient-Methode"
Qualität
Transparency, quality, and comprehensiveness of the offerGewichtung (Punkte, genau) 21The documents submitted as part of the offer should show that the scope of the order has been understood. It is evaluated positively if the offer is presented clearly and comprehensively and if target-oriented implementations are presented. A high level of transparency in the cost breakdown submitted and expert answers to queries are also rated positively. 9-10 points: Very good: particularly outstanding fulfillment of the performance criteria 7-8 points: Good: performance criteria fulfillment significantly above average requirements despite minor deficiencies 5-6 points: Satisfactory: performance criteria fulfillment that still meets average requirements despite minor to moderate deficiencies 3-4 points: Sufficient: fulfillment of the criteria suffering from significant deficiencies, which on the whole is only just usable 0-2 points: Poor to unsatisfactory: completely unusable fulfillment of the required criteria
Qualität
Quality assurance concept and concept of acceptance testsGewichtung (Punkte, genau) 17,5The bidder shall provide a project-specific QA/QC-planning, including the design phase, production and procurement of tools, used materials, production (work-instructions), assembly, installation, commissioning, documentation (non-conformity reporting), and task management. This also includes all planned measurement equipment and measurement procedures. Faults should be detected, limited and efficiently eliminated at an early stage by means of the described methods. This includes also the description of the complete acceptance test plan (visual, mechanic and vacuum-technical) and the description of the transport plan to FAIR (tools, packaging, transportation safety devices etc.) The completeness, level of detail and the plausibility of the provided information will be evaluated.
Qualität
Detailed schedule and delivery planGewichtung (Punkte, genau) 7It is particularly important to the client that the bidder provides a reliable and detailed production and delivery plan of its own in relation to the schedule proposed by the client (taking into account the procurement processes). The individual process steps should be evident in the plan. The schedule provided with the tender should be critically evaluated and plausibly supplemented with an explanation, in all phases of the project: design, production of the components, assembly of the components, factory acceptance tests and transportation. The completeness, level of detail and the plausibility (realistic time durations) of the provided information will be evaluated.
Qualität
Technical concept and production conceptGewichtung (Punkte, genau) 24,5The description of the conceptual implementation should comprehensibly show how the bidder will achieve compliance with all the technical specifications. This includes a description of the project planning with resource planning and estimated coordination effort. The bidder shall also describe possible challenges and risks for the accomplishment of the specifications, and identify and present appropriate approaches. It is expected to describe the following aspects particularly detailed: a) Technical concept for the cooling system integrated into the support structure b) Design and construction approach with specials views onto the edge welded bellows, integrated bakeout system, and support structure c) Manufacturing approach incl. considerations for prototype or First of Series drive d) UHV Cleanliness Handling e) Testing procedure The completeness, level of detail and the plausibility of the provided information will be evaluated.

If this does not happen, the public procurement tribunal will assume consent to inspect the documents as required in the case of carrying out a review procedure (Section 165 (3) Act against Restraints of Competition (Competition Act - GWB)). As the awarding authority, FAIR is required to provide the public procurement tribunal with immediate access to the files when a review procedure is initiated (Section 163 (2) sentence 3 GWB). Applicants/bidders have the right to demand that the Contracting authority comply with the provisions on the award procedure protecting bidders (Section 97 (6) GWB). Applicants/bidders with an interest in the public contract who believe their rights have been violated by non-compliance with the provisions governing the awarding of public contracts, must raise an objection about the violation to FAIR within ten calendar days (Section 160 (3) sentence 1 no. 1 GWB). Violations known from the tender notice or tender documents must be claimed vis-a-vis FAIR before the time limit given for submission of applications (offers) (Section 160 (3) 1 No. 2 - 3 GWB). If FAIR informs the applicant/bidder that it is unwilling to redress the objection, an application for review may then be filed with the public procurement tribunal above within 15 days of receipt of the notification (Section 160 (3) sentence 1 no. 4 GWB). Bidders whose bids are not to be considered for the award of the contract will be notified before the awarding of the contract pursuant to Section 134 GWB. A contract may only be concluded 15 calendar days after FAIR has sent out this information. This period is ten calendar days when transmission is by fax or email. The period commences on the day following the dispatch of the information by FAIR. After this time period has expired, an award is possible even if a time limit pursuant to Section 160 (3) GWB has yet to expire. Therefore, in order to prevent an award, a request for review needs to have been served upon FAIR by the public procurement tribunal before the expiry of the time limit under Section 134 GWB. Pursuant to Section 135 (1) and (2) GWB, the invalidity of an award can only be established if it has been asserted in the review procedure within 30 calendar days from the date on which there was notification on the conclusion of the agreement, though no later than six months after the agreement was concluded. If the Contracting authority published the tender notice in the Official Journal of the European Union, the time limit for claiming ineffectiveness shall expire 30 calendar days after the publication of the tender notice in the Official Journal of the European Union.
