Beschreibung

The HEBT charge stripper, that is to be procured with this tender, is a device designed to strip electrons from beam ions in order to produce ion beams with defined charge states for FAIR. This device will be positioned behind the heavy ion synchrotron SIS18, in the first beamline arc towards the FAIR facility. It consists of several fast and slow actuators to move thin foils in and outside of the ionbeam path, as well as a dedicated controller rack. As part of the beam vacuum system of FAIR, the charge stripper must meet various special requirements in terms of applicability in UHV systems. The actuators are controlled by a dedicated controller in an electronics rack, which is placed further away from the beamline due to radiation issues. The rack provides the interface to the FAIR control system in order to enable the movement in synchronization with the accelerator machine cycle and to monitor the required interlock logic.

If concepts for manufacturing processes and integration of the components already exist, these can be presented as part of the bid. It will also be evaluated positively if the concept shows how the bidder ensures the longevity, reliability and ease of maintenance of the product and if sustainability aspects are considered and documented. The software used for tracking the project, production and CAD design in relation to the fulfillment of the specified requirements should be mentioned. If FAIR informs the applicant/bidder that it is unwilling to redress the objection, an application for review may then be filed with the public procurement tribunal above within 15 days of receipt of the notification (Section 160 (3) sentence 1 no. 4 GWB). Bidders whose bids are not to be considered for the award of the contract will be notified before the awarding of the contract pursuant to Section 134 GWB. A contract may only be concluded 15 calendar days after FAIR has sent out this information. This period is ten calendar days when transmission is by fax or email. The period commences on the day following the dispatch of the information by FAIR. After this time period has expired, an award is possible even if a time limit pursuant to Section 160 (3) GWB has yet to expire. Therefore, in order to prevent an award, a request for review needs to have been served upon FAIR by the public procurement tribunal before the expiry of the time limit under Section 134 GWB.
