Economic operators based in a country outside the European Union in which there is no international agreement with the European Union on market access to the European Union will not be admitted to the procurement procedure. This statement is valid for all 3 lots. a) Mandatory requirement for submission of the application to participate and offers Applicants must request, complete and submit by the closing date the pre-qualification questionnaire (PQQ) with the most actual available data together with the requested documents. The applicants must request the access to the tender on the Ariba platform by sending an e-mail to the responsible buyer (Frauke Becker, Frauke.Becker@50hertz.com) mentioning the name of the legal entity, general phone number, address, VAT number, name + e-mail + telephone of the contact(s). Information to access the tender on the Ariba platform will be provided by e-mail as soon as possible. Selection criteria are as stated in the procurement documents. The notice concerns the conclusion of a framework contract with a maximum of one economic operator per lot. Economic operators based in a country outside the European Union in which there is no international agreement with the European Union on market access to the European Union will not be admitted to the procurement procedure. This statement is valid for all 3 lots. a) Mandatory requirement for submission of the application to participate and offers Applicants must request, complete and submit by the closing date the pre-qualification questionnaire (PQQ) with the most actual available data together with the requested documents. The applicants must request the access to the tender on the Ariba platform by sending an e-mail to the responsible buyer (Frauke Becker, Frauke.Becker@50hertz.com) mentioning the name of the legal entity, general phone number, address, VAT number, name + e-mail + telephone of the contact(s). Information to access the tender on the Ariba platform will be provided by e-mail as soon as possible. Selection criteria are as stated in the procurement documents. Applicants are advised to request this access as soon as possible and to click on ‘intend to participate’ in Ariba in order to receive possible clarifications from the contracting entity. Contracting entity don’t guaranty to provide the Ariba login details before closing time for candidates requesting their access to Ariba less than 48 hours before closing time. The applicant is solely responsible for requesting the access to the tender on the Ariba platform on time. The contracting entity declines any responsibility in the event of problems with the Ariba platform. Any application not sent correctly via Ariba will be rejected. The manuals for usage of E-Sourcing (Ariba) can be found via the following URL: http://www.elia.be/en/suppliers/information-and-tools-for-suppliers#ariba b) Interested companies can address questions to the procurement office via the ARIBA platform up to a maximum of 7 calendar days before the application deadline. If the questions or answers are of general interest they will be made available in anonymous form via the message function of the ARIBA platform. All interested companies or applicants are obliged to take into account the questions and answers when drafting their application for the participation and offer. Non-compliance can lead to exclusion from the procedure. c) General explanations of the content of the application to participate: c. 1) The awarding authority reserves the right to request the last audited annual report or a credit report (not older than 6 months) available from the applicant. c. 2) Foreign applicants: In principle, they must submit the required declarations/evidence in English. If a declaration/proof cannot be provided at all, this must be justified, a comparable declaration/proof must be submitted and - in English - explain why the comparability exists. For documents that are not written in English, a certified translation into English must be enclosed. c. 3) Applicant communities: With the application to participate, they must submit a legally binding declaration of joint applicants signed by all members and completed in full. In particular, the aspect of the conformity of the formation of the applicant group with antitrust law must be taken into account. Each member of the applicant group must submit the declarations and evidence required under 5.1.9 Selection criterion "Suitability for professional practice" and selection criterion "Economic and financial capacity". This applies to a limited extent to the declarations and evidence under 5.1.9 Selection criterion "Technical and professional performance" if the applicant community provides for a division of tasks and in this respect, for example, certain references can only be submitted by one applicant community member; any limited submission of declarations and evidence must be exhaustively explained by the applicant communit …
