In December 2020, the 4 transmission system operators, 50Hertz Transmission GmbH, Transnet BW, Tennet TSO GmbH and Amprion (hereinafter = TSOs) described the need for grid-forming STATCOM systems. Due to the large number of plants and the high time pressure caused by the energy transition, the German TSOs want to build the plants faster and more efficiently. One measure for high efficiency is standardization. In principle, standardization is always a trade-off between a gain in efficiency through the standardization of many plants and a loss in efficiency, as each individual plant can no longer be optimally adapted to the specific conditions.Considering the technical conditions in the grid, the most important key parameters, minimum service life and minimum availability of the E-STATCOM systems were identified and standardized values were defined for future projects in Germany.In order to examine the feasibility of the harmonized measures and to discuss the defined key performance indicators, the TSOs offer discussions with potential STATCOM manufacturers on the market. In addition, it is necessary to evaluate alternative E-STATCOM technologies in view of the large number of STATCOM systems that will have to be installed in German transmission grids in the coming years. In the cooperation of the TSO working group, only the MMC converter topology in double-why configuration has been investigated so far and other alternative technologies have not been considered. Therefore, we aim to investigate in alternative solutions as well with a technical assessment of the applicability of these technologies in transmission grids. STATCOM manufacturers of MMC converter technologies and all alternative technologies have the opportunity to participate in this conversation. In order to enable proper participation in the discussions, the following preliminary concepts for E-STATCOM systems must be submitted to the PG E-STATCOM (pg.e-statcom@50hertz.com) at latest 29.01.2024: Layout and single line diagram: Example layout for an E-STATCOM system / Controller behavior: Grid forming control concept and provision of instantaneous reserve/inertia (using simulated angle jumps and frequency ramps) / Supercapacitor energy storage: structure of the storage, service life and ageing, redundancy concept, etc. / Basic design (primary technical layout or SLD of transformer, switchgear, inverter, storage) / Concept representation of an E-STATCOM system: Nominal values and system behavior based on the characteristic data in Grid transparency > System services > Voltage stability > Reactive power > Uniform design of E-STATCOM: dynamic and stationary system behavior, availability, losses, etc./ PQ diagram (voltage-dependent) and UQ diagram for the voltage range 340 kV to 440 kV

It should be noted that, in addition to this preliminary information, the TSOs also want to invite companies to participate in the market exploration independently in order to promote the broadest and most transparent market exploration possible.
