Beschreibung

The Facility for Antiproton and Ion Research (FAIR) will be one of the leading-edge particle accelerator facilities for basic research as well as applied science experiments. The FAIR project is an international collaboration of 16 partner organisations. The project is currently being built at the GSI complex and is designed to work in conjunction with the existing GSI system.

Beschreibung des Loses

For the High Energy Beam Transferlines (HEBT) 49 vacuum chambers for quadrupoles and steerer magnets are required. These chambers are operated at a pressure range of 1x10-7 - 1x10-8 mbar. These chambers are straight round vacuum chambers with three different apertures and lengths. Some of the vacuum chambers need bellows on one or both sides. The material to be used and the individual criteria can be found in the specification and drawings.

An early delivery and a high production rate will be positivly evaluated. 2. Detailing how to ensure the targeted production schedule and delivery schedule. A binding commitment to comply with the delivery schedule is assessed positively. 3. Presentation of the provider's approach to any delays in delivery or service caused by subcontractors. 4. Method of transport, especially in agreement with the specifications. Risk during transport can be minimized and safe intermediate storage be ensured.

Degree of detail of the offerIt is particularly important to the client that the solution offered is fully explained. Furthermore it is important that the following parameters are explained and comprehensible for the client. A full and detailed documentation will be positivly evaluated. 4.1 Presentation of the company general production concept; Presentation of subcontractors 4.2 Draft inspection and production plan for all chambers 4.3 Nameing of the tools/machines used in the inspection and production plan 4.3 Cost break down transparency 4.4 Detailled documentation of all steps regarding the FAT, draft FAT report, used equipment for testing

Infringements identifiable on the basis of the announcement or the award docu-ments must be asserted against FAIR within the deadline for submission of applications (or tenders) specified in the announcement (§ 160 para. 3 cl. 1 nr. 2 - 3 GWB). If FAIR informs Candidate/ Bidder that FAIR is unwilling to redress its complaint, it is possible to file an appeal for review with the aforementioned Public Procurement Tribunal within 15 days of receipt of the notification (§ 160 para. 3 cl. 1 nr. 4 GWB). Bidders whose tenders are not to be considered for the award will be informed prior to the award according to § 134 GWB. A contract may only be concluded 15 calen-dar days after this information has been sent by FAIR. In the case of transmission by fax or electronic means, this period shall be ten calendar days. It commences on the day after dispatch of the information by FAIR. After this period has expired, a sur-charge is possible, even if the deadline is not passed according to § 160 para. 3 GWB. An application for review would therefore have to be delivered to FAIR by the Public Procurement Tribunal before the expiry of the deadline according to § 134 GWB in order to prevent a surcharge. According to § 135 para. 1 and 2 GWB, the ineffectiveness of a commission can only be established if it has been asserted in the review procedure within 30 calendar days of the conclusion of the contract but not later than six months after the conclusion of the contract. If the contracting entity has published the award in Official Journal of the European Union, the period un-enforceability shall end 30 calendar days after announcement of the publication of the award in Official Journal of the European Union.
