Beschreibung

The scope of supply and services shall be for the turnkey delivery of the 2 GW offshore converter system comprises to engineer, procure, construct/manufacture, transport to offshore, install, commission onshore/offshore and test as an EPCI Contractor the offshore converter platform in the area O-2.2 as well as an onshore converter at a 50Hertz substation. The scope consists of the respective complete substructure and topside of the offshore platform and the civil works of the onshore substation including its converter, both with the corresponding electrical equipment, non-electrical equipment as well as other reasonably required scope and services for a fully functional 2 GW converter system ready for operation and connection to the German HV grid. The associated civil works for the HVDC Onshore Substation are not a mandatory scope of the tender. Bidders may choose to offer these works in their bid, which will result in an improved scoring as per technical tender evaluation criteria. Other bidders will receive these works as free issued scope, provided by the Employer.

Beschreibung des Loses

The offshore converter system shall be procured as an EPCI contract and consists of the turnkey offshore substation and the onshore substation including all equipment (such as, but not limited to the converter, transformer, etc.) and all necessary and required services (transport, project management, etc.) with a transmission capacity of 2 GW. The connecting DC cable system between the two converters is not part of the scope. The associated civil works for the HVDC Onshore Substation are not a mandatory scope of the tender. Bidders may choose to offer these works in their bid, which will result in an improved scoring as per technical tender evaluation criteria. Other bidders will receive these works as free issued scope, provided by the Employer.

Completion Date (CoD) 2030 is anticipated; however a later CoD will be considered and will have a negative impact on evaluation.

The relevant parts of the reference project shall have been certified according to regulations of the Federal Agency of Seafaring and Hydrography (BSH) or should have been certifiable according to BSH regulations without major risk of project delay (to be demonstrated by the applicant). Notes: a. The selection criteria 1-3 need to be fulfilled by all parties requiring to participate. b. The selection criteria 4 needs to be fulfilled only by the EPCI contractor, the consortium partner or contract partner, which is responsible for the converter system.

For getting access to the Ariba platform and later during the ITT-process, applicants are required to request the access to the tender platform by sending an e-mail to the e-mail address mentioned in section 8.1 (ORG-0001) of the contract notice, providing the following information: • name of the candidate (and for legal entities, including the company form); • address of the candidate; • VAT number of the candidate; and • information of the contact person for the tender (name, e-mail address and telephone number).
